Training delivery and module preparation on Strategic and Operational Planning at Local Level.

URI and SIPU International expat consultants have produced and delivered a full course on Strategic and Operational Planning at Local Government Level. The Module contains all necessary elements which help LG units to build up capacities of their technical staff and at the same time to facilitate development and implementation of local strategic and operational planning. The module, includes:

 

  • Decentralization, meaning of terms and principles, and links to strategic planning
  • An introduction of the local government legal framework
  • Definition of the mission, and policy  decisions of leadership in the Municipality
  • Local Strategic Planning as Integral Part of Millennium Development Goals
  • Module on Strategic Planning at local level; steps methods, role and responsibilities of local authorities
  • Citizen participation in strategic planning
  • Operational planning; aim, objectives, activities and outcomes

Training Delivery and Module Preparation for Local Government units on the Service of Public Procurements

Strategy for the Decentralization of Local Government is under full implementation in Albania. Its implementation requires other legislation to be produced, strengthen of central and local institutions and increase the capacities and service delivery effectiveness at the level of local government units. UNDP Local Governance Program funded corresponds with the momentum in which implementation of decentralization strategy requires the attention and support of all stakeholder involved in the process. The increase of responsibilities at the local level, the increase of the public investments level and   new authorities given with the low On Organization and Functioning of the Local Government, brings the need for increasing local capacities for a better management of financial and human resources.


A manual to which local official can refer to address their needs in this area were the first step towards the support they need to increase their capacities


Topics of this document cover: (i) transparent and fair procurement techniques and plans they should prepare at the beginning of the year for procuring and contracting out services, goods and works: and (ii) contracting and technical specifications,


Module Development and Training Delivery on “Internal Regulation”

 

For the cities of Elbasan, Shkoder, Korce and Tirana, with particularities that take into consideration the size and complexity of activities carried out from the biggest municipalities of the country eo medium and small size cities. The module and regulations are already produced and approved by the respective Councils of involved Municipalities. The regulation is a tool to help municipal leadership be efficient with exercising of their tasks and responsibilities. It includes detailed descriptions of organization mechanism, tasks and responsibilities of main officials and job-description modes applicable for a range of hierarchic positions in the administration of the Municipality.


Development of the Manual and training delivery for Inventory and Ownership Transfer of Public Properties to Local Government Units.

 

A manual and a training module for local government units in inventory and transfer of public properties is prepared and currently in use by several local government units.


Within the context of Local Government Assistance Program in Albania, a USAID financed project, the Urban Institute has prepared this Manual for the identification and inventory of Local Government Public Properties in Albania.

The purpose of this Manual is to assist local government units in the process of identification, inventory and transfer of public properties, through the procedures described below. The Manual does not tend to deal with the activities after the transfer process, because the registration process that follows the transfer of public properties to LG will be developed through the law and the respective regulations that cover this activity.

 

This Manual also aims at providing brief explanations on some crucial points of public property laws and their transfer to Local Governments. The manual can be used as a material which will make known to local government decision-making and administrative structures the need for an efficient organization and a huge volume of  work that these units should perform so that the property transfer process can be performed completely and in proper time.

 

The Manual provides through a block scheme, an idea on the way that how the identification and inventory process of public properties can be performed, and a description of each step to be taken according to this block of scheme. The Manual was supplemented with forms, through which the Local Government Units would be able to identify the public properties. The Manual was tested within a short period of time, by being tested in several pilot local government units.

The content of the material provides sessiosn that lead the municipality staff to prepare their own Communication Strategy Development on one side and establish and maintain communication mechanisms between the employees of different  municipal administrative units.
