Manual for the Service of Public Procurements | Taking into consideration the current situation at the local government level, there was a strong need to support local elected officials and their technical staff in the procurement of works, goods and services by providing them with guidance documents and training to increase their capacities, transparency of their actions, accountability and effectiveness of use of resources

A manual to which local official can refer to address their needs in this area was the first step towards the support they needed to increase their capacities.
The manual is published under the initiative and approved by the Ministry of Local Government and Decentralization.
The manual includes:
- accepted principles of procurement of works, goods and services
- a comment on the Albanian legislation in procurement
- a detailed description on the public procurement management
- Basic knowledge’s on contract documents and contracting and standard forms for procurement of goods, services and works
- Techniques on evaluating the offers
