Hartimi dhe Organizimi i Trajnimeve per Monitorimin dhe Vleresimin me Pjesemarrje te Politikave Publike

Projekti “Pjesemarrja Qytetare per OMZh dhe SKZHES 2005 –2007”, qe po zbatohet nga UNDP ne Shqiperi, ne kuader te Programit te Qeverisjes Vendore, ka si qellim kryesor ngritjen e rrjeteve dhe koalicioneve te organizatave te shoqerise civile ne nivel lokale, rajonale dhe qendror, te cilat mund influencojne efektivisht proceset e politikave per lehtesimin ne arritjen e OMZh-ve, SKZHES, dhe strategjive rajonale te zhvillimit. Vihet re nje kerkese e madhe per ngritjen e kapaciteteve te OJF per t'i fuqizuar ato per te qene aktore dhe partner ne proceset e zhvillimit ne Shqiperi, jo vetem ne drejtim te percaktimit te politikave sociale dhe ekonomike por dhe monitorimin dhe vleresimin e tyre, ne vleresimin e impaktit dhe rezultateve te tyre per perfitimin e te varfere dhe grupeve te tjera ne nevoje te lena jashte ketyre politikave. Kjo eshte nje nga kater fushat e identifikuara nga OJF ne Shqiperi si nga me prioritaret ne renditjen e nevojave per trajnim te shoqerise civile per shtimin e rrolit aktive te shoqerise civile ne ngritjen e kapaciteteve te tyre teknike ne monitorimin dhe vleresimin me pjesemarrje.



I.         Pergjegjesite

 

Ne baze te termave te references, IKU mori persiper dy pergjegjesi kryesore:

 

1.      Hartimin e nje Manuali Trajnimi per Monitorimin dhe Vleresimin me Pjesemarrje per Politikat Lokale dhe Rajonale te Zhvillimit te dokumentuara ne SKZHES dhe SRZh.

2.      Bazuar ne kete Manual, ofrimin e 5 trajnimeve per OJF per mjetet e monitorimit dhe vleresimit me pjesemarrje;

 

II.      Metodologjia

 

In support of the above purpose, URI focused its efforts on the following steps:

 

m     URI’s staff organized various meetings with UNDP CO to review regional development strategies and the process that led to them and focus on baseline development indicators and targets over years to measure the progress of the national and regional policies.

m     Designed a Training Manual on participatory monitoring and evaluation tools for national/regional development based on RDS and NSSED and NSDI together with the Training Modules;

m     Consulted these documents with the UNDP CO till to a final draft;

m     The training manual was designed according to the needs of the participants as well as the TOR requests.

m     URI presented also the methodology for designing the training manual and delivering the requested trainings (5 regional trainings).

m     URI designed the training manual on Participatory Monitoring and Evaluation Tools based on adult learning principles targeting NGO sector and local government.

m     The training delivery methodology is interactive.

m     URI presented a detailed Work- Plan with all activities planned to be undertaken.

m     URI used the UNDP CS Needs Assessment Report and Regional Development Strategies (RDS) for Fier and/or Kukes along with Fier RDS Progress Report as guidance.

 

III.   Training Manual

 

The training manual is focused on:

 

§     Participatory process for defining, monitoring and evaluating development policies;

§     Importance of baseline, intermediate and final indicators, how they are set and monitored;

§     Public budgeting and its share of spending per sectors (public expenditure tracking)

§     Citizen report Cards as a tool to measure public satisfaction for public service delivery;

§     Case studies/sample of examples for participatory processes in Albania;

 

The training manual is composed of two main components:

F       The first one deals with the general techniques and tools on how to monitor and evaluate the performance and the progress. URI’s concept is based on the OECD monitoring and evaluation definition:

F       The second one is a more practical component. Since there is a comprehensive matrix of targets and indicators in place, specific tools are recommended to measure specific indicators taken out from the national and regional strategic documents and that matrix. In this part/session, a range of study cases on participatory processes in Albania and other countries are integrated. This includes examples from projects such as Participatory Budgeting in Albania (World Bank funded and implemented by URI), Participatory Local Development Planning and PM&E (WB/ADF), Participatory Strategic Planning in Albania (UNDP) etc. These examples increased the participant’s knowledge on participatory tools and methods as well as motivated them on implementing those tools/methods.

 

The entire Training methodologies, approaches and tool are based on the fundamental concept of Participatory Monitoring and Evaluation (PM&E)

 

IV.    In the end of its activity URI accomplished the following Outputs:

 

C   Developed a Training Manual in Albanian on participatory monitoring and evaluation tools for national and regional development policies.

C   Based on this Training Manual it developed Training Modules.

C   Delivered 5 training sessions for civil society organizations (CSOs) on participatory monitoring and evaluation tools delivered.

C   Provided a report in English on CSOs trainings on monitoring and evaluation tools along with recommendations on CSOs capacity gaps for further training in this area.
