Albania Development Policy Operation 2: "Water Sector Implementation of Policy Note and Action Plan"

The Decision No. 660, on the “Transfer of shares of water and sewer utilities to local government units” taken by the Council of Ministers of the Albanian Government (GoA) on September 12, 2008, has finally executed the provisions of the organic law of local government (Law no. 8652, date July 31, 2000, “On the organization and functioning of local government units in Albania”), thus making a major step forward towards decentralization of water and wastewater sector in Albania.The MPWTT is committed to make effective the decentralization of the sector and support the process by developing a standard Performance Agreement Model to build upon the existing document provided by the Inter-Ministerial Working Group, that would facilitate regulation of relationships of LGUs, as new owners, with utilities, as service providers, as well as a Performance Based Investment Transfer Scheme (PITS) as a legal mechanism for the allocations of capital investments to target strengthening of financial and operational performance of utilities.more
