Training period: May 2009
This project consisted in organization of 2 days training sessions for ”Building up capacities in the local governing units for implementation of new law on local borrowing and administration of local taxes”. From Urban Research Institute (URI) in cooperation with Institute for Local and Regional Democracy (ILRD). Realisation of this project was funded by Soros foundation.
Aim of the project: Expanding the knowledge of local representatives about the financing opportunities for projects that are provided from the local borrowing law in addition to deeper acknowledgment of the procedures for budget management, local taxes administration and improvement in the financial management of incomes and expenditures based on performance.
Objectives:
• Bringing to the attention of the participants recent and updated information and knowledge regarding the budget management system and fulfillment of specific legal requirements related to this issue ;
• Deepening the knowledge base regarding the local taxes and their administration;
• Presenting and focusing on the participants’ attention the techiques and methods related to financial management at local levels that are based upon performance;
• Providing information and best international experiences, adopted on the legal and economic framework in Albania, on a new field such as local borrowing and relations to banks for financing infrastructure and improving public services.

• Menagement of budgeting system in Albania;
• Improvement of financial management at local levels;
• Local taxes and tariffs administration;
• Planning the Capital Investments e Planit;
• Local Borrowing and collaboration with the banks.
