Main goals of the project are:
1) Improving the local asset management-building up capacities for local administration staff and elected officials for this issue and developing models that can be adapted in similar situations in the future.
2) Attracting the attention of private sector on remaking functional some unused urban areas whose destination can be changed to provide shelter and different services for the community.
The main tasks in this project are:
• Providing the full set of documents for a successful PPP under legal context
• Analysis and assembling of financial, technical and engineering data related to former, actual and potential future alternative uses for the related local asset as to present attractive investment alternatives for the private investors. Assistance in financial consideration related to funding, either through local budget surplus or financial support through bank loans.
• Establishing concrete project parameters and assisting in developing a proper PPP model for the selected local asset.
• Assisting in structuring the administrative/institutional parameters of a competition-based PPP selection and disposition.
CAPITAL INVESTMENT PLANNING IN POGRADEC MUNICIPALITY

This project is focused in improving local governance by improving local service delivery and increasing the social welfare for the citizens through better addressing the needs for capital investments in infrastructure that will facilitate the development of tourism in Pogradec municipality.
URI is assisting the Pogradec municipality to develop a 4 year capital planning that identifies the prior capital projects and is a product of a mixture of groups of interests such as: citizens, business groups and municipal staff.
This project is focused on these components:
Component 1: Assisting in identifying all the public, local assets that will be rehabilitated, upgraded or reconstructed, the year when the investment will start and the financing alternatives.
Component 2: Defining and analyzing the prior capital investments that reflect the needs of community for Pogradec municipality that will foster the tourism and increase the welfare of the citizens.
Component 3: Assisting in analyzing the capital projects in terms of engineering and financial expertise based on costs and respective fiscal capacities of the project to cover the investment costs and the possible ways of financing the rest by assessing the creditworthiness of the projects in order to apply at the banks.
Component 4: URI is assisting Pogradec municipality in managing the whole process of Capital Investment Planning from macro point of view and creating a proper database of knowledge that can easily be transferred and adopted into similar situations in the future.
The considerable expertise of URI in field of citizens’ participation in decision making process, accompanies each component of the project. The most important element of CIP is citizens’ participation in defining the prior projects and raising their awareness related to their obligations in paying the taxes and the tariffs which make an essential part of the municipal budget.
