Participatory Sub-Project Identification; Community Works II Project

To make this happen URI focused its effort on four very important steps, understanding that successful efforts to empower peoples, increasing their freedom and action in different contexts, often share four elements:

  • Access to information
  • Inclusion and participation
  • Accountability
  • Local organizational capacity


This project was implemented throughout Albania and included 12 regions, and a database that included 2181 subprojects for 373 LGUs.  

We used different forms of participation:

  • Direct, open meeting at the village level;
  • Representational, by selecting representatives from membership - based groups and associations;
  • Political, through elected representatives, members of the commune councils;


URI facilitate a process that leaded to the creation and sensitization of commune–level Consulting and Monitoring Groups CMG) , organized many series of Training  of Trainers at the Region and commune , and facilitate the process of commune CMG’s prioritization of top 3 sub-projects that have been identified during village level prioritization, assisted in the preparation  pre-feasibility of the first choice  sub-project proposal at village level.

Database with priority projects for each and every village /commune/municipality of Albania is available at ADF office, and URI office.
