Implementing Performance Management.

URI is contracted out by the Urban Institute (USA) proposing to accelerate a rigorous application program that directly links local expenditures and revenues through the budget process to practical service quality and/or quantity outcomes that are measurable, and that are valuable by citizens. At its early stage, the application program targets three municipalities and one commune. Customer survey is one of the tools for this application program to help local officials maximize budgeting for improvement of public services through customer needs and priorities feedback...

A survey with a sample of 800 questionnaires is undergoing in each of involved LGUs. URI has developed a questionnaire for customer survey, is conducting interviews, will elaborate the data and report findings that will be published in a national Conference scheduled for the end of June 2003. Survey findings will help LGUs to allocate their expenditures taking into consideration needs and priorities of customers related to six main public services delivered by LGUs.
