URI is the pioneer NGO that started the initiative of setting up in Albania a wind farm. Compared to the environmental effects of traditional energy sources, the environmental effects of wind power are relatively minor. Wind power consumes no fuel, and emits no air pollution, unlike fossil fuel power sources. The energy consumed to manufacture and transport the materials used to build a wind power plant is equal to the new energy produced by the plant within a few months of operation.
Final goal of Kappet Project is mounting the exploitation of wind power plant for industrial production of electricity, being used air movement (wind power). The park consists of 87 air-generators. The wind park will be developed in two separate areas, called subprojects and are “Petrushe” in the communes of Vreshtaz and Cerave and the other one “Kapshtica” in the commune of Bilisht. 
Kappet project will contribute to Albania for complying obligations to promote clean technologies and reduction of greenhouse effect gases and pollutants emitted in the atmosphere, as contemplated by the Kyoto protocol, reducing the amount of CO2 by 303 kg million per year. The project will have positive impact on reducing rates of erosion of the area, improve the quality and quantity of surface and underground water, improve the condition of protected areas,etc. Kappaet project directly supports the fulfillment of four of the seven basic goals of energy national strategy (ENS) In accordance with the physical and geographical features of the area, number and typology of air-generators and geometric configuration of their installation in the field is estimated that annual production of wind power plant with "Kappet” will be no less than 383,000 MWh / year.
The external boundary line of the studied area of a surface of 4 125 ha of the wind farm KAPPET corresponds to the line of the minimal acoustic effect, studied and evaluated to be at the level of 40 db. URI has managed the project activites, several studies, where the most important was the environmental study.
