B. OBJECTIVES
The objective of this initiative is to disseminate and upscale methodological approaches and operational instruments that were successfully tested under SIRP Phase I in the areas of social housing and integrated local development planning.
Main outputs are:
- The establishment/development of National/Local housing agencies with appropriate capacities to (a) formulate and coordinate national and local housing policies and strategies, including for non-profit social rental stock and the regularization/upgrading of sub-standard informal settlements and Roma Settlements, (b) develop public social housing projects and manage public stock.
- The support the selected municipalites of Elbasan and Korce municipalities and the establishment and development of local capacities to formulate integrated local development strategies, including Territorial Information Systems;
- The preparation and implementation of eligible social housing projects to be presented to loan facilities from national, international / local financing institutions.
- The identification and formulation of local development and infrastructure projects to be submitted by local governments to Italian credit lines (following relative local development strategies) and EU pre-adhesion funds (IPA).
URI has had a special contribution in the :
- Preparatory phase to assess national contexts, select participating cities/municipalities, consult all local, national and international partners, Formulation/improvement of local integrated development strategies, including fhousing.
- Capacity-building activities for two selected cmunicipalities with training sessions,
- Coach municipalities with appropriate technical assistance in identification and formulation of projects related to social housing and local development.
