Agenda for the Local Government Decentralization Reform,

The former Task Force of Decentralization currently called the Group of Experts for Decentralization is the technical instrument of the Government of Albania in charge to develop and implement the Decentralization Strategy. GED identifies issues and through a nation wide discussion and involvement of all stake holders provide solution to those issues that impact the decentralization of local government.

Under this assignment URI have intensively participated in GED activities related to:

  1. Formulation of the Strategy for Decentralization of Local Governments in Albania;
  2. Implementation of immediate Strategy decentralization action plan, with input in:
    • Formulation of the Law on “Organization and Functioning of Local Government;
    • Formulation of Law on “Inventory of State Immovable Public Properties;
    • Formulation of Law on “Transfer of Public Properties to Local Government Units.

Adopting the GED working method, in addition of direct involvement with the formulation of the above mentioned immediate reform legislation, URI consultants have organized and conducted several regional roundtables with the participation of locally based central government agencies and a broad participation of local government officials.

GED method has been a unique experience in the country from the view angle of its broad participatory approach, efficiency and effectiveness of activities and outputs deriving from the process. It is the result of this approach which is making the decentralization strategy a successful one, despite the very ambitious its implementation action plan
