The survey involved a sample of 1,200 local and central government officials, community representatives, private construction companies and private designing bureaus, spread out in 22 local government units benefiting 42 infrastructure sub-projects. URI was solely in charge to design survey instruments, conduct field operations, administer data and report findings. The assignment includes organization and delivery of a National Conference held in Tirana on June 2002 to publish main findings of the beneficiary assessment activity.
