Asset Management Instruction at local level

This project is under the framework of improving the local governance in terms of asset management that is an important part of good local governing. LG units have start developing their own experience in asset management. One reference case is the efforts of the municipality of Korca with the assistance of URI under LGPA to develop a PPP for land development and social housing purpose. The same is being carried out by Kukes municipality with a potential concession case for a market place.

These and other examples from LGPA target municipalities have identified the need of an ordinance at the legal hierarchy of an Instruction that would provide for the LG  units specific procedures at operational level for asset management.

 

URI has prepared this Instruction that is combined of:


a. Procedures and the mechanism for LGU-s to implementing different forms for asset management that are useful, viable and supported by the existing legislation including PPP development.


b. Roles and responsibilities of various stakeholders to include local and central government agencies;


c. Reference to the legislation supporting implementation of different forms for asset management such as: utilization (including sale and lease) as well as more complex PPP mechanisms (joint development and/or concession-type agreements). Indentify and catalogue additional legislation that are used at the central/local level for managing public assets (supplementary to those already collected as part of the Asset management Toolkit

 

Also concrete examples of local asset management are included in the Instruction so that can be shared among the LGUs.


The first part of the project was related to the preparation of Asset Management Instruction and the second part consisted in dissemination of the Draft Instruction to the relevant stakeholders so that they could share their opinions and suggestions through workshops and gain consensus of stakeholders such as local government units, the Association of Municipalities and central government agencies.
