Asset Management Instruction at local level

This project is under the framework of improving the local governance in terms of asset management that is an important part of good local governing. LG units have start developing their own experience in asset management. One reference case is the efforts of the municipality of Korca with the assistance of URI under LGPA to develop a PPP for land development and social housing purpose. The same is being carried out by Kukes municipality with a potential concession case for a market place.more

The Open Budget Index 2008 and 2009

International Budget Partnership collaborates with civil society around the world to use budget analysis and advocacy as a tool to enhance governance and reduce poverty.
URI has been selected twice as the Albanian partner, in Open Budget Index 2008 and 2009 as one of civil society partners from around 85 countries under study.more

Tirana Municipality Transparency Program.

The program includes two components:
Component I. Multi – service survey for the city of Tirana and establishment of an Information Centre in the Municipality of Tirana;
Component II: Tirana Municipal Capacity Building;more

Set up an Information Centre for Social Services (ICSS).

During the development of the Elbasan Social Service Improvement Action Plan under the Performance Management Project (see above Performance Management of Municipal Services), it emerged that one of the key concerns of city staff was the lack of consistent and comprehensive information on available social services. As a result, the working group led by the Urban Research Institute developed a plan to establish an information center – which became a reality within a few months.more

Albanian Civil Society Corruption Reduction Project

The project started in January 2002 with one municipality, Municipality of Elbasan with the main objective to prevent and reduce the opportunities for corruption and set up a system to discover and take corrective action on corruption cases at this municipality.more

Strengthening of women participation in public and political life
|
Historically, women in Albania have had fewer opportunities to realize and fulfill their potentials. Even during the communist regime, when gender equalities were formally required to be respected, women’s role in politics and decision making has been inferior compare to men. After the fall of communism started a new era that called for building of a democratic society in Albania. As this process of transformation proved to be difficult for the whole population, it is accompanied too with data that are indicating a lower women’s participation in public and political life.more

Training Design and Delivery on Participatory Monitoring and Evaluation Tools for Public Policies

The project “ Civic Participation for the MDGs and NSSED 2005 –2007”, which is being implemented by UNDP Albania in the framework of Local Governance Programme, has as an overall goal to build networks and coalitions of civil society organizations at local, regional and central levels that can effectively influence the policy process to facilitate achievement of the MDGs, NSSED and regional development strategies (RDS).
There is widespread recognition of the need for further capacity building for CSOs to empower them to be actors and partners in the development processes in Albania not only in defining social and economic policies, but also in monitoring and evaluating them, in assessing their impact and results are to the benefit of the poor and other socially marginalized or excluded groups. This is one of the areas identified by CSOs in Albania as one of four top ranking training needs for enhancing CSO active social role to build their technical skills in participatory monitoring and evaluation tools in the CS needs assessment conducted by the current project.more

Project: "Strengthening the Role of Civil Society in Promoting Good Governance Principles in the Fight against Corruption in Local Government Structures and Systems"

This project was focused on strengthening CSO capacities in five small towns (Kamza, Shijak, Çorovodë, Përmet and Laç) to play an active role in advocating for the adoption of Good Governance principles by local government. It also encouraged CSO monitoring of government activities to reduce corruption via more transparent processes, and to influence the culture of public administration whereby corruption - including petty corruption - is deemed unacceptable.more
